SYMPTOMS:
If the Surrogate Socket service does not have permission to write to the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\ Services\SurrogateSocket key in the registry, performance of connections made through Surrogate Socket may be extremely slow.
RESOLUTION:
Reset the permissions on the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\ SurrogateSocket key:
- Log on as an administrator.
- Click on Start, then Run.
- Type RegEdt32 in Open text box and press Enter.
- Select HKEY_LOCAL_MACHINE on Local Machine from the Windows menu.
- Locate the HKEY_LOCAL_MACHINE\SYSTEM\ CurrentControlSet\Services\SurrogateSocket key in the left pane and click on it as shown below:

- Select Permissions from the Security menu and set the permissions as shown below. Be sure to select Replace Permissions on Existing SubKeys.

- Finally, Stop then Restart Surrogate Socket
